1. Extract the Presets folder into your Photoshop install folder.
2. You should see 2 new scripts in the Scripts folder: NewFlexSkins.jsx and ExportFlexSkins.jsx.
3. You should also see a new folder in Presets called Flex Skins that contains several .psd files.
3. Launch Photoshop CS3.

You will see two menus in File -> Scripts -> "New Flex Skin..." and "Export Flex Skin..." .

4. Select File -> Scripts -> "New Flex Skin..."
5. Choose various options in the dialog and click OK.
6. If required, do some modification to the symbols in the document.
7. Hide the layer named _HIDE BEFORE EXPORTING.
8. Save the psd file.
9. Select File -> Scripts -> Export Flex Skin... and specify an output folder.

In Flex Builder, you can use the Import > Skin Artwork menu item to import the images you exported from Photoshop.
